Chinese government focuses on green and clean 🧼. Making people healthy and living longer. Cheaper in the outskirts. In the downtown district very expensive. Subway still go there is good 👍🏻.
Steam ? That is actual outdoor air-conditioning where you're sprayed with a very fine mist of water and when the wind blows you will be cooled. They have many public areas like this in the China's large cities like at parks or at traffic light stops. In the US this is called swamp coolers ...aka "Swampy" because many people cannot afford newer cars and the old refrigerant are no longer allowed to be used.
