It was in the original Ro2: Heros of Stalingrad as part of the campaign, you can still find let's plays of it here on YT. I think they cut out the campaign when they merged Rising Storm 1 (the pacific theatre) with RO2. So yeah, sadly you cannot play the campaign anymore, therby this cutscene is also not in the game anymore.
Always hated that. "Ok, if I set the 47th Foot Flanking division to "expand", the map woll get colored red over 3 years... Nothing larger than a company is an actual unit, in my opinion. And "operational" warfare is a pile of nonsense.
Why can we never have a game of the Axis victories? Why is it always the German and Japanese defeats? Edit and of course we cant have any good games anymore because they want our minds being slaves to liberalism and homosexuality... Knowing and experiencing nothing else.

And from what I understand, its the fascists who orchestrated a coup with the military. Is that supposed to be the fault of communists? What did the commies do in Ukraine? @Mein Bâtard Well, the Romanians tried warning the Germans that the Soviets had build up a massive forces on their flank before Operation Uranus, but, it was simply ignored in the end.
Getting a Native German to speak in English is a effort that is quite appreciated... even more since this could be optional with the game's investment in Historical Accuracy at such Extreme Levels.
Why not just get him to speak German instead? I hate this shit that the video game industry and Hollywood do where they have someone speaking English with a foreign accent instead of their native tongue. If you can't read subtitles you're probably 4 years old and shouldn't be playing a game where people get their limbs blown off by artillery anyway.
What? A German campaign? *IN A WW2 GAME?!* I'm fucking loving this, I'm not Nazi supporter nor sympathizer but damn, it feels so fresh to finally see this perspective of the war. I have to play this game.
True the campaign was rather uninspired but it was enjoyable, for me at least, and the cutscenes really helped setting up a general theme of desperation and forlorn hope. Nevertheless multiplayer is where the game shines and I highly recommend that you play it mister tommy vercetti.
Singleplayer was rather just multiplayer maps but just filled with retarded bots as your enemy and teammates.. They cut off the singleplayer feature to focus on an online multiplayer campaign mode, there were no other cutscenes ingame but rather introductions to each map as you progress throughout the singleplayer campaign. Those who had the game before they deleted it permanently would more likely still have access to the campaigns, and you can still find those versions/patches on pirated game websites.
The VAs name is Kai Wulff. He was also the announcer for the wehrmacht and panzer elite in Company of Heroes. He portrayed a german MP in an episode of Band of Brothers too.
