I would argue that no reinstatement is necessary. "Banned for life" means only that. The ban did not extend beyond that. The only reason he is ineligible is the same reason Babe Ruth cannot play. Both are deceased.

Also here’s some piece of trivia: In the hospital demolition scene, Joker comes out from the hospital and actives the detonator to make it explode, but the explosion stops suddenly and Joker turns around making a wild gesticulation with his arms, confused, playing with the detonator until that it explodes again, scaring him and getting onto the bus to escape. Til his death he gave us names of others involved but we refused to believe. And when you look deep into this case its almost as if the police didn't want to believe gacy was guilty of this or rather scared to admit he was. Had he been any higher up in politics he would have gotten away with it. This is why i have such trust issues with the government because they tell us we can trust them and depend on them to get the job done yet monsters like him emerge yet they tell us we should fear gangs and cartels and drug dealers. Why? Why should i fear them? They are up front about what they do and 80% of the time the killing is between them amongst themselves. They are trying to make money and its always someone ripping them off or trying to overthrow them is when the killing starts. They're not out here putting on a smile taking pictures with the president bur at home gotta a graveyard under their home. So, yeah id rather trust the cartel over government anyday. Only reason were told to hate them is because they sell drugs and drugs kill. Sure they do, but they are not forcing anyone to buy drugs. Its no different than arms dealers or fast food joints. We as adults know the risk we're taking when we buy this stuff. Government just don't like it cause the money isn't going in their pocket. I went on a trip from McDonald's in U.K. to Chicago and was seated next to Fred at a dinner. I was amazed at his knowledge of everything to do with WW2. I learnt a lot at that dinner.
