most times a game is rigged its done by the own league or college conference or NCAA because its illegal to go to a ref to rig a game but its legal to sponsor the League or NCAA / Conference and have them fix their own games. When they filed under entertainment with the US Government, just like wrestling, they can fix the outcomes legally.
