If anyone is still wondering if that build works nowadays: Yes, anything below 15-16k HP can be one shotted if you catch them off guard. However, most of the time, people in WvW will be in celestial builds or will be skilled enough to dodge the one shot and start pressuring. I don't recommend this build to people who just want to deal damage and get kills. Most of the time, you will need to kite and dodge until your opponent makes a mistake.
