Rain rot possibly? If so, we use a mixture of green listerine mouthwash and baby oil. Wash the area very well, dry area, put mixture on and rub in. Cheap and works very well at clearing it up.
Definitely rain rot. Medicated shampoos from the vets do not work. The ONLY thing I found works for rain rot or any fungal is Coat Defense - The powder kind, not the paste. It's a wonder product!
It could be sweet/summer itch it's mainly due to all the flies and mosquitoes, I live in Florida as well, and my horses use to get it all the time in the summer. I used Swat and newstock to help it clear up!!
