The Galactic Empire was definitely evil. One can argue that it wasn't evil at the very beginning, when Palpatine reoeganized the Republic and turned it into the Empire --- but you must remember what Palpatine was doing to make all this happen, and why he was doing it. He wanted ultimate control of the entire galaxy for himself alone. He killed a lot of people and greased a lot of palms in the process of undermining the Republic so that he could gain power in the Senate and ultimately take it over and reorganize it into the Empire. So no, outwardly the Empire didn't appear evil at the beginning stages.... but it was.
