Can only defense get called for targeting cause I see a lot of these plays where the runner initiates the contact? Like if you put your head in the way what’s the defender supposed to do? I feel if targeting is a penalty there should be an equivalent for the offense. I’m convinced that these rules aren’t for safety but to get higher scores
