Yes its a type of yoyo that does not come back up with a simple tug and u have to do a bind to get it back, they are called unresponsive yoyos

Yo-Yos have changed and evolved drastically over the last 30 years. The biggest change with yo-yos today, most of them have a ball bearing inside, which means that the yo-yo spins for a very long time. Today, most yo-yos have a even larger bearing which makes the yo-yo spin even longer, and you can no longer bring it up with a tug, and have to perform a 'bind return'. These yo-yos are known as "unresponsive yo-yos'. The $399 Titanium Yo-Yo is an unresponsive yo-yo which means it won't be able to do the classic responsive yo-yo tricks like Loop the loop or shoot the moon. Hope this helps! :) -Eric
