That I can agree with. In Yakuza we always fight gangsters and Yakuzas who we know are tough and strong and are always trying to show for it while in Judgement we don't know who we will run into. Yeah we do fight Yakuzas in the game but going in further, the enemies and bosses we encounter are nothing like the Yakuzas but worse and each boss topples one over the other. Kuroiwa being a good example. Someome who isnt a Yakuza trying to be powerful or showing off but a man with an agenda and he is willing to pave his way with bodies to reach his goal.

I've played through the entire franchise on PC with only Lost Judgement remaining, and I gotta say, this is one of those boss tracks I just can't stop listening to. I don't even like dubstep and this is has got to be very close if not my favourite boss track. Never excepted a spin-off that is barely talked about to have some of the best OST in the entire series!
