There are many different kinds of potting mixes and some, especially the specific ones for indoor plants contain no or very little soil. If you can find a mix that contains some soil, that should work just fine. Happy gardening to you!
I know the hard times everyone is going through these days and would love to help in anyway I can. Unfortunately, it's illegal to take/send seeds from one country to another without a permit. :(
