Once land became the property of the state, the state can take away the land even when the government is not satisfied with the political point of view of the farmer.
By the way, the Americans were working against the government of Haileselassie in secret while in public they used to show some support. Before the 1960s European calendar, The Americans used to fully support Haileselassie. But once Haileselassie started to form the OAU, the activities of Haileselassie started to be against the American interest to keep South African, Zimbabwe and other African countries to remain under the white minority rule. The Americans knew that the only system that will over throw the government of Haileseassie was a socialist movement. They used to encourage student movement against Haileselassie's government in secret.
