‘India Should Look At Both Containing And Engaging China’

NEW DELHI: The months-long standoff between Indian and Chinese troops in eastern Ladakh has put relations between the two countries at a crossroad, says noted China watcher Major General Dipankar Banerjee (Retd). An unsettled border will continue to be a reason for friction; besides, there’s a fundamental contradiction in how each of them sees the world, he told StratNews Global Editor-in-Chief Nitin A. Gokhale. “While India has traditionally held that the world is one family (vasudhaiva kutumbakam), China takes pride in considering itself the Middle Kingdom, thereby treating every other nation as subordinate; so it can never accept an equitable world order.” Joining in the conversation, military historian and Air Vice Marshal Arjun Subramaniam (Retd) said he would look at periods of peace and tranquility along the Line of Actual Control (LAC) as an ‘elaborate smokescreen’. Systematic encroachment into the so-called ‘five fingers’ concept put forth by late Mao Zedong is part of a larger Chinese game plan. He was of the view that the Chinese are most comfortable with “all measures short of war”. So what should India’s strategy be while dealing with China? India has to significantly build up its all-round capabilities to deter China, feels Gen. Banerjee. India needs to look at both containing and engaging China, said AVM Subramaniam. “By keeping us busy in the continental boundary, China is trying to see if it can impede us in the maritime domain.”

I believe the agenda for this discussion was to test the waters. Let me explain. 1. Global times mentioned the same thing i.e They will be liberal towards eastern side(Arunachal pradesh) & we should be liberal on western side(Ladakh). 2.There should be mutual give & take. This was Global times & thereby the CCP intention. Therefore the GOI either wants to test the waters to know how we yhe people of India would react or has already accepted that formula & wants us to follow the line. Hence this kind of discussion on Stratnews Global. The pitfalls 1. China stopping its claim on Arunachal Pradesh or Sikkim which already is an integral part of India means nothing to us. 2. They capturing new territory in Ladakh & we agreeing to it against AP/Sikkim is no less than betrayal of yhe Nation. What kind of a logic is it to give up new territory against territory which already is ours & in control! 3. Then after 50 years CCP will tell we only recognise LAC as per 1959. Arunachal & Sikkim is ours. The Chinese tongue you see. We would get fooled for the umpteenth time. Nitin & Gokhale & Stratnews Global would know well that people of India will never accept such a thing. So people who plan to do such things have only the option of doing it under wraps. If better sense prevails they would kick out the Chinese from occupied territories & stay proud.

@@carryon2197 completely agree, China starting claiming Arunachal only in 1980's why bcose they wanted to settle with Aksai chin, as far as sikkim is considered it's already closed chapter with former PM Vajpayee signing the agreement. We need to start claiming their territories and call them for settlement. Some of our diplomats brainwash political leaders stating neighbors can't be changed. My answer to them is didn't we not change our neighbor Pakistan into Bangladesh? So stop fooling ppl.

I don’t want to dishonour the officer in Yellow shirt, but his idea of give and take is the stupidest thing I heard. He obviously doesn’t understand Chinese mindset. China is playing long term game. No matter what agreement you sign with them, there is no way they are going to stop pursuing their target to grab AP,Ladakh and Sikkim. Any talks about withdrawing force will be a big blunder. It’s not about LAC. The moment you drop your guard, they are gonna take away your land and we will just sit and talk about peace and agreements.

You are spot on. Between Nehru, AB Vajpayee and Manmohan Singh territory after territory were nibbled by China and these leaders kept quiet to ensure peace. What happened....China does not recognize Ladakh as UT, Arunachal Pradesh, Sikkim as Indian territory. PM Modi thought he bought peace after Doklam.....Ladakh incursion happened and in Depsang China is not allowing Inida to patrol 900 sq km of terriotry.......

Chinese stealthly capture countries by 1) Telecom networks, mobile phones, apps and gain access to META DATA and control over that data 2) provide loans without actually revealing the terms on which they have been given. This is done by bribing or buying out key decision makers. Utlimately these loans become bad and china gets national assets at throw away price 3) provide military hardware and TOT to countries by keeping key components under Chinese control. This ensures that the chinese have effective command and control structure over that country. 4) establish confucious centers, fund think tanks inside every country, plant moles inside govts and even in parliaments(case of Australia) 5) Create trade imbalance : basically favouring china.

As an objective and independent third party, I see India's fundamental problem is to see China with Western eyes and not Indian eyes. General Banerjee adopts Kissinger's viewpoint on China, and marshal Subramaniam travels to the U.S. to hear that "India does not figure in China's consciousness". They demonstrate that India is still not free from Western mindset.

I don't think any of my countrymen will agree to give and take because there is nothing to give. We have shed almost a third of our landmass to create other countries and these gentlemen have the gall to even suggest it. First, India needs to declare what it wants from China and make sure our interests converge with other powers of the world. Second, India should keep the border issue alive because it works for our advantage too..How? line of perception changes with the perception of power of the state and I firmly believe India will benefit in longer term. Final point, no matter what, Tibet should be liberated that is the only way to keep china away from our doorstep and show the rest of the world, India is not rising anymore but it has already risen. This is exactly what China did to India during 1962. China did not want to win the war but wanted to show the rest of world they are the leaders of African-Asian post-colonial countries.

Defence budget has to be at least 100 billion dollars..... budget on nuclear weapons should be at least 7-8 billion dollars from current 3 billion.... without Megaton yield nuclear weapons , China wouldn't even take India seriously

Strong army can only be possible with strong economy + robust defense manufacting base... Our most important thing will be controlling this pandemic.. If in near future corona cases increases further in winter then their is a possibility of china do some adventure. 1. It will be winter (like 1962) 2. Road connectivity will be blocked. 3. True Bill..Will have to appreciate your PM's guts in spite of loosing a trade advantage and stand up to the Dragon..The Quad will have to think in terms of trade, supply chain and more, than putting together a strength of combined force...The democratic systems these countries follow is always an achillies heel, but brilliance and guts needs to come out. The inclusion of littoral states (they are not small) like Taiwan, Philippines, Indonesia, Vietnam, S.Korea, Indian Ocean and Pacific Ocean islands will have to be thought about for next 50 years, till some fundamental changes happen in China..

If China starts anything funny again, India should respond with overwhelming force. Sharp strategic response. These guys can talk till the cows come home. I call it paralysis by analysis. We have an elected government and a capable military to take care of it.

China is not an expansionist country. Even when 1962 resulted in China being able to take over the Himalayan border area, the reality is that China gave back the areas conquered by unilaterally withdrawing to the Previous LINE OF ACTUAL CONTROL(LAC). The only problem is simply that both countries have failed to establish a fixed border. Both India and China want to have control of the Himalayan glaciers. Other than control of the glaciers, both countries can gain more from an agreement than continue to have spats every so often. If no contract is committed to, China will continue to grow to the point that China will conquer the entire Himalayan mountain chain to be a fixed border. If India wants to have peaceful growth, the best process is to agree to restore Aruna-Pradesh to Tibet. China will agree to compensate India either with land or purchase. Mutual agreement to use The glacier area in dispute would be a step forward. If India does not negotiate an agreement, the point of diminishing returns for India will be reached sooner than later!! China has until 2049 before an agreement will become indispensable for China. By then, China will be undisputedly the most powerful country globally, and it must have fixed borders. India has everything to gain and nothing to lose by negotiating a permanent boundary!!

It is quite surprising that specialists do not say anything special. However, ne point their view of India is faulty. This not new India. It is the same India. New is the government. This is not a government of foreigners. It is Indian, picked off the cities and villages of India. It is down to earth and rooted in Indian culture. Their thinking is rooted in Indian philosophy. The government is doing what exactly what the common Indian would do in a situation of conflict.

I don't agree that this is just a border issue, these problems will continue to persist in future also unless understanding is reached on water sharing also. Realistically speaking given our population's there cannot be a win-win situation for both on this issue.

In fact, we should thank China for Galwan and other transgression. It forced Modi to change our political response to the Chinese as also trusting and giving free hand to Armed Forces to deal with China. Now that our Army, Air Force and Navy have got themselves readied to deal with China, we have come a long way from 1962. In a sense, we have structurally changed our defense policy thanks to this Chinese misadventure. We need to take step by step with Tibet, Taiwan, Hong Kong as also formalizing Quad and supplying arms to Vietnam and Philippine etc. We should also look to have a treaty with USA along the lines of Indo USSR Treaty of 1971. Let us et carried away by hoping to improve relations with China ( or with Pak) and we need to deal with as enemies until they are vanquished. If Mao had vision of 5 fingers of Tibet, India as a vision of its own and lets plan to realize our vision and recreate the map of india which our dear Panditji gave us in 1954!! Disengage and revoke One China Policy, revoke recognition of Chinese occupations of Tibet, East Turkistan, Mongolia and Manchuria. Start officially recognizing Taiwan and promote the recognition by other countries.

It's no war no peace at eastern control line. Chinese have been working on India from 1870 onwards soon after their declaration of larger china. India which had not continuously engaged this from now onwards make it a habit to stay active at its eastern control line and retake whenever the situation provide. If we feel stay active chinese would not trouble for now. While engaging at eastern control lines India has to set things right at its western control lines. There is no discussions attention towards pakistans recent declaration of GB giljit-baltistan its fifth province that till date had its own president. Also kashmir for no reason is split among india and pakistan.

Next steps against the CCP: 1. India must form Quad as a military alliance 2. India must recognize Tibet, Taiwan, East Turkestan, Yunnan and Manchuria as independent nations. Furthermore, India must set up governments in exile for these countries in India, and support them economically, politically, diplomatically and militarily. 3. India must recognize Inner Mongolia as a part of Mongolia 4. India must support the One Country, Two Systems for Hong Kong 5. India must dismember Pakistan into Balochistan, Sindhudesh, Pakhtunistan and West Punjab 6. India must give complete support to pro-democracy forces within China 7. India must ensure that the CCP is eradicated 8. India must reduce global economic dependence on China

Claim most of china as indian territory "since ancient times " n play the silly map game. Actually we have many old shiva temples n cultural heritage sites in china n bodhi Dharma was from india. There r many medieval hindu kingdoms that used to rule areas of present day south china. Make up claims of continuity of sovereignty between old indian kingdoms-to british empire-to republic of india. Start with this maximal position n claim most of china as indian n bargain down from there. There us no need to be rational or logical with them.

Warfare has changed a lot with DEW, drones, AI based jets/copters, space based assets, cyber warfare, economic-military entanglement....India has a lot of catching up..honestly with due regard to our exp generals, it seems they are just discussing what is already known and written about extensively.... we need to come up with out of the box ideas based on next gen technologies and threatening China.. extensive collaboration between Us Japan Israel France Taiwan.. aggressive policies on Tibet and Taiwan..

India needs to show aggression as one of the many means of countering Chinese moves..offcourse in coordination/ cooperation with others. An interesting development that happened today was France's olive branch towards Russia! China's $$ are funding Russia. If others start paying them $$ then China's northern borders will no longer secure!

1. Engagement with Chinese gave us nothing over last 30 years except making us an ever importing country. 2. China is against India entering the NSG or UNSC. 3. China supports Pakistan in its illegal proxy war over Kashmir and cross border terrorism 4. China is undermining India's interest all around us in South Asia, Indian Ocean region and south east Asia. What benifit does India have or what national interest does it serve to us in engagement with China?? No use of 'Give and Take' when there is nothing to 'take'. India should stay firm and play the hard ball. While we continue to de- couple with China, through diplomacy we must should take the rest of the world in same direction.

Hard to agree with Trump on anything but one thing he said albeit in a different context seems relevant that if you dont have a border you dont have a country. Time to stop this feel good agree to disagree approach and stop kicking things down the road when it comes to border. This has helped China more but now they have realized this does not help them further and are trying to settle it unilaterally without a fight. India should call their bluff.

Sorry the Lr Gen...seems to be over influenced by his interactions with Chinese. its time to call the bluff ,a limited war will help settle boundary dispute once in for all...provided we make Chinese realise the cost it has to bear......Navy can help do that effectively along with Army & Airforce!

UK, US and the rest of the world should intervene if negotiations between India and China fail. Tibet must be free from both Indian and Chinese influence. Tibet must be recognized as an independent and sovereign country.

You seem to give a different meaning to "settled border" when it comes to China. What is settled about Japan( Senkaku), Philippines( Spratley Islands) , Malaysia, Indonesia ( 9 dash line) , Vietnam( South China Sea ) , Tajikistan? Actually countries are keeping quiet for fear of the chinese rogue communist regime , so your slit eyes cant pick them. Go figure recent geopolitics first.

The fact is each one of this countries around all have claims. Philippines has claim again Malaysia. So what do says about that. Taiwan is totally difference matter- Taiwan also Claims China belong to them just as China Claims on Taiwan and it is pure internal countries politics.

@@KPAU07 Absence of "border" is not absence of dispute on territory. This settled border is a disingenuous argument. Those are countries which lie on seas close to china and islands in those seas are disputed. There is nothing sacrosanct about having dispute only on land borders, China has been indulging in irredentism ever sine the rogue communist regime took over

By your logic I am sure the status of women in India is the highest in the world. Modi, IMHO, is doubling down on hindutva policies to compensate for his caste. I tend to believe people like Ashok Swain for throwing light at what is really going on in India.

But news like the recent Balrampur Gang Rape Case of a Scheduled Caste woman and some attributing it to upper caste terror is reaffirming my assumption. "Political parties who does caste based politics have lost heavily" That is good to know. "India has social issues and we are fighting against it constantly" Agreed. All countries have them and hopefully all can be overcome. I firmly believe that the whole world benefits if India can get back to her liberal roots.
