Time Place and Manner applies, as long a TTA was there at a Time when they are open, the place is a PUBLIC library and Manner to not do anything illegal IE: Yelling, Jumping on tables, being disorderly. TTA followed all the restrictions in this case 100%

But that's beside the point. TPM only applies if you are in a traditional public forum or a designated public forum. Their rules don't matter! He is filming from a public area in a public library. So there is nothing they can do. If they don't want people to film into that room, it might be a good idea not to have people voting in a room with a whole wall of glass windows!

According to the Illinois State board of elections site: " Each pollwatcher must have credentials issued by the election authority (county clerk or board of election commissioners) or by the Illinois State Board of Elections. These credentials must be presented by the pollwatcher to the election judges immediately upon entering the polling place."
