If you have pizza-plate you can cut around and to have measure inside for head a larger saucer for cups will fit perhaps or you take a more little plate than the pizza pl. according to your own headround

Maybe wool, or any thick material could work otherwise if it is thin it most likely won't hold shape, but you could add wool or felt under a thin fabric to act as a stiffener it just requires a few more steps :)
