The one other Servant they had aside from Holmes gets neutered pretty much immediately. I don't know why exactly only just three and Kadoc could go in, you would think Chaldea would try to avoid Scenarios like this as much as possible and ensure Fujimaru has sufficient back up, though I imagine this is for the sake of story purpose.
