That's not the only unusual feature. The engine governor is also on the end of the camshaft instead of being separately driven by a gear, the valves as well as the spark plug enter the cylinder head at an angle which is very unusual for an L-head engine, and the breaker points are in their own housing, driven by a plunger which rides a lobe on the camshaft.
Another very good job.....many of these small Japanese engines seem to be made for many uses. Water pumping? Perhaps to drive powered gardening machines?

Thanks. I often see this type of motor being used in electrical power generators for emergencies or even used in the field as a motor for pumping water.
