Most likely Stroheim's tech was the then apex of German Science, tailored to go toe to toe with Hamon Users and Pillar Men, and then the Stand Users made everything obsolete. Refitting Stroheim could have costed as much as building an aircraft carrier, in Part 3 is mentioned that whenever Joseph's hand starts to act up he has to to retun to the Speedwagon foundation to get it fixed as its tech is unavailable to the general public (and seemingly too costly). Even if Polnareff could reach the Neapolitan chapter of the Speedwagon Foundation, giving him Stroheim-like legs would have likely bankrupted the Speedwagon Foundation, that by then had moved from studying the Pillar Men and German Science to study the Arrow and the Stands
