Soundtrack for movie of same name. He grew up in Jamaica. Depicted a kid growing in poverty and became an outlaw (as I recall). Yes, he is talking about his oppressors (police etc..)

Jimmy Cliff "Many Rivers to Cross", from the soundtrack to The Harder They Come, rivals The Beatles "Let It Be" and Simon & Garfunkel "Bridge Over Troubled Water" for early seventies soul-filled awesomeness. "The harder they come, the harder they fall" is an old expression, for example, Humphrey Bogart starred in 1956 movie titled The Harder They Fall about fixed fights in boxing. Other stand out tracks from that stand out soundtrack include "Johnny Too Bad" by The Slickers, "Stop That Train" by Keith & Tex, "007 (Shanty Town)" by Desmond Dekker, "Rivers of Babylon" by The Melodians, and "Pressure Drop" by Toots & The Maytals. I saw Toots & The Maytals twice in the late eighties. Awesome!

“The Harder they Come” is some of the best soundtracks ever. Other classic Jimmy Cliff songs on this album are “Many Rivers to Cross” and “Sitting in Limbo”. Another great reggae movie soundtrack is “Rockers”

It's a gangster anthem. He's convincing himself to embrace a life of crime ("getting my share now of what's mine") and all the risk that entails. He realizes the cops will be gunning for him, but "the harder they come, the harder they'll fall".

Soundtrack to a great Jamaican gangster flick of the same name, starring Jimmy Cliff himself. If you watch the movie, the lyrics make total sense. Jimmy's character is a struggling musician who becomes a marijuana-running outlaw that is hunted by the police/government.

The first time I saw the movie the theater had a terrible print, so I couldn't tell what was going on. I'm glad I went to see it again years later and see it on good film that didn't have all sorts of scratches and noise all over it, because I got to see how good the movie is.
