If you are shooting as a beginner, I definitely recommend getting an used A6000. It is even cheaper than the 6100. Have you looked into it before? What are you planning to do with your camera? I upgraded to the A6100 for 4K video quality and ability to put a mic on. I have no personal experience with the 6400 but have heard that it has more features like better colour capture though, they are not entirely thaaat important.
