This is a very common error, usually related to DirectX games and applications. There are few possible repair solutions, depending on what's causing the error. The most common reason is the corrupted xinput1_3.dll file. Visit freewisdoms.com... to download an appropriate version of xinput1_3.dll and replace it inside C:\Windows\SysWOW64. If this doesn't solve it, there are few more methods described in the link.
