Those targets are too high profile. People and the media actually give a shit when white people, white women specifically go missing. She was a little kid. It isn't unusual for them not to know what to do. I didn't tell my dad that I was being abused at my mom's house for that exact reason. She isn't to blame for her friend's abuse, the father was.

I'm 90% sure I witnessed a kidnapping at a park when I was younger. A lady came up to a little girl on the swing and asked for her name then led her away. I felt uncomfortable but didn't say anything because I was a kid and didn't understand. Kids don't take things in properly and think they'll get in trouble if they speak up.
