In humid air 1000kV would result in 1 yard long discharges. And even the best ceramic insulation breaks at 60kV/mm I'm very certain that this generator can only output about 10kv at best

can I extend the output wires to 4ft in length?

When you have 1 000 000 Volts why you dont make the gap wider ? Ou thats not the 1 000 000 Volts generator that thing can output 8 Kv maximum.
