The Jaguars were a second year team, but they were hardly a bunch of youngsters. They were full of savvy vets and castoffs from other NFL teams who played for a long time.
Well Jacksonville/Carolina was able to buy those players because the NFL at the time gave 95 expansion teams money and 5 years no salary cap restrictions and free reign to spend it. The idea was for the franchises to have less of the issues that plagued the previous teams in the 76. In the 95 and 96 alone Panthers and Jaguars spent on notable free agents at the time when free agency in the NFL was new. They were raiding teams stars and giving big money to players to play for expansion teams. After that the NFL would not give the browns and texans the same freedom due what happened. The texans in 02 were more of salary cap dumping team for the teams that had gone over the cap in 01. The players they picked were from such teams.
