The 2016 CIF-Southern Section D3 Prelims Track and Field meet was held on a windy May 14 at Estancia High School. In the running events, 9 athletes (or relay teams) advance to CIF-SS Finals. This video presents all 5 heats of the Boys 400M Dash.

I think he doesn’t use them because of his height. It might be disadvantageous for him

blocks are better when running 100 200 400 110/400m hurdles and relays. He also was running tight,head bobbing around and arms not moving enough.
