Whould this help in high Crankcase pressure in 1.6 l GDI. Don't think its a PVC just put it in 2 months ago.

If your PVC is broken/stuck/clogged, yes. If you do this and it pumps out smoke, you have excessive blow by. The problem would probably be in the pistons.

Will this work on a Kia Soul + 2.0 L Theta engine?

I have no idea. But I can't imagine they are too much different. It might get more complicated if it's boosted though.
