Yeah sorry about that, it was my first Instructable. Looking back I definitely could have been clearer, but it did win a competition so it can't be all bad :D
He uses LEDs for the laser and it turns by powering a servo motor which is attached to the front half and moves it 90 degrees. There's a single gear that attaches to the metal pin on another servo motor, which pushes against two key-like serrated blades, one on the top and one on the bottom. Those move the fins
