There’s actually 3 different origin stories. The hh The beast Then the ordo Xenos finding out about the grey knights and going we want fancy toys to. But ya the hh one makes no sense and I prefer the beast origin myself. Oh look it’s the hh and daemons are popping up everywhere and we’ve effectively eliminated every other race from the galaxy or sent them into hiding. Let’s divert major resources into a force just to fight a currently non existent threat

HH they weren't just formed for a xenos threat during HH. They were formed to retaliate against unknown threats like the HH and chaos then eventually turned to combat xenos but have effectively eradicated any major threats that have arisen. It has been said if the deathwatch can't handle a situation it is then escalated to pull all imperial resources or exerminatus which hasn't happened very much lol.
