Get the ultimate apocalypse mod if you want it be lore friendly, u can give the pathfinder rail guns.

they are scouts first, in that game that means high line of sight, high line of sight and long range would have made them just better fire warriors, instead they are lower damage, but scout and get hidden units detected, it's weird but it works, they should have had rail rifle upgrades to let you havebome stick back to let you have a detection form that isn't easily sniped

Simply put they can't. The imperium got crushed at full strength during the events of the second damoclese crusade and now the imperium is only half of what it was. Furthermore, in order to reach the tau the imperium has to cross Sautekh space, which is hardly a walk in the park. The Tau are bordered by the largest Necron empire in existence and some considerable ork force the former are at war with. The sautekh also won't allow the imperium to destroy the Tau because it would leave them open to an attack on multiple fronts (this is described in one of Imotekh's codex entries) One of the roads to the empire was also cut off by the cicatrix maledictum. There is only a small window from which the imperium can attack the Tau, the Damoclese Gulf, and the Tau happen to be too heavily concentrated in that area for even a crusade to create a bridgehead. This combination of facts is why the Imperium can't deal with the Tau at all.

because except from numbers,planets and melee the tau are 10 times better than the imperium weaklings in every thing else.
