My parents were big Dorsey fans and so we never missed one of their Saturday night shows. When my dad saw Elvis shaking up a storm, he said: "That poor boy's got the palsey!"

Watched it live..life changing.. History was being made that night.. It was the Dorsey show appearances that CHANGED THE WORLD....think about it...everything in the whole world changed when ELVIS came to be....

This kind of artifacting happens with upscaling low-res footage. This was originally a kinescope (literally pointing a movie camera at a black & white tv screen and filming it... on film). Honestly, I think it looks better when they just keep it at its native resolution instead of trying to make something HD when it never was HD.
