They could do so much more to fight the problem. Open more gates to reduce the flow through them and give more access. One time I saw two boats working together with a push pull method. Once the second was thru they untied the line. Easy steps to make this passage more bearable.

@@richardreid6377 Take a look on google maps: the white house (on the east bank in background) is in the north of the dam. The mobile antenna is at east bank in the south. The street over the dam is on north side and the steel construction is on south side of the dam. Normaly water comes from the north (Cho Chien river). But today water flows from south to north. That is the different direction.
