That was in a practice game when he was a Freshman and had never actually suited up for a game even AS a Freshman (NCAA prohibited Freshmen from Varsity play 'till 1972 or so - a rule that also impacted folks like Kareem and Bill Walton). The head of the NCAA Rules Committee was one of the witnesses for that practice - and pushed for SEVERAL rule changes including prohibition of dunked free throws as a direct result of what he saw at that practice (and got at least 3 of those rule changes APPROVED before Wilt ever played in a NCAA varsity game). Was he capable of doing so in the NBA? No doubt about it. Did he actually DO so? Not in an actual game.
