Try replacing the TBC 10A fuse. Number 60 I believe .. Even if it does look good replace it anyway and see if it solves the problem. I was fooled by a fuse that looked good but was actually not working.
Would it crank but never turn over Cause my Chevy sliverado is doing the same thing exact thing your Cadillac is doing I mite change that fuse and see if it works for me

I would say pull the fuse block apart and see what the connectors on the bottom look like. They take 7mm bolts. There’s a big problem with corrosion in the fuse blocks as they aren’t sealed. Good luck!
Put the shifter down in low gear with the brakes on and the wheels chocked Tilt the steering wheel down all the way Pull the whole gauge cluster cover thing off with your hands, it only snaps on. It’s the whole trim piece that goes around the gauges and the radio and stuff There will be four 9/32” screws holding the gauge on, two on top and two on bottom. When you get those out, pull the gauge out toward you and unplug the big plug(s) on top of the gauge and you’re set
