This section of the program shows how the Mississippi River flood of 1927 and the subsequent Jadwin Plan changed the way floods are mitigated on the lower Mississippi. The floodways opened this year in 2011 are are product of that planning and engineering more than 80 years ago.

The city always comes before the surrounding areas. Levees were blown during in 2005 (not the Mississippi River) for Hurricane Katrina to prevent more flooding in the city. Where was water pushed to? Once again, St.Bernard with the addition of the lower 9th ward. Only this time it wasn’t just 4,000 people, it was upwards of 100,000 people. The area was under a mandatory evacuation from the Hurricane, so I guess they figured it would be okay. The issue is that the city floods enough to damage businesses from a heavy rain. It’s practically a fishbowl and they are not going to be able to save it forever.

I noticed that you totally left out the part about the St. Bernard parish people being promised they would be recompensed ON PAPER, then we’re shafted. Just an observation.

No offense, But the blacks weren’t used AS barriers, they were conscripted to build barriers, and they were paid for their labor.

No trying to be offensive to anyone but when New Orleans flooded out because of Hurricane Katrina why not move the city to high ground? Isn't New Orleans in a bowl in-between the Mississippi River and Lake Pontchartrain?

They did that in Denmark, when places get continually flooded, they buy people's land and turn them into anti flood areas such as barriers and water sheds But people only want the band aid solution.

What i want to know. Is after Katrina. How come they didn't build a huge prison at existing town level. Then rebuild new Orleans on top of the prison. And put the worst of the worst in that prison. That way if it ever flooded again like in Katrina. Well what would you really lose if the prisoners drowned
