Yes and no. The AF considers SERE a job, not an additional duty like the other branches of the DOD. Although we all follow the same "handbook" on how to run the SERE programs, typically the AF is the "lead" in regards to personnel recovery, and writing the "handbook" others follow. The best way all branches work together would be in regards to actual personnel recovery. If a plane goes down, if a soldier gets lost, if a Naval ship sinks, or is a civilian get stuck in the wilderness all branches work together to recover the IP/Isolated Person.
