My understanding is that international law does not recognize a ‘right’ per se to an insurgency (whether or not the insurgents view themselves as partisans against an invader). What’s relevant is what’s allowed to other established states. The shift from the insurgents being mere ‘rebels’ recognition of which is illegitimate foreign interference, to their being a party with which states can make alliance, is basically a matter of how successful they’ve been. I don’t recall the details, but I think that in the American Civil War there was also an issue with blockade of the South possibly amounting to making the CSA eligible for foreign assistance. That might involve precedent applicable to Gaza, but I’m really not sure. As to terrorism, that’s in military terms a _tactic_ that most militaries have used (the UK and USA on massive scales) - but in political and legal custom the terms seems arbitrarily reserved if not for non-state actors, then at least for ‘them’ but never ‘us’.
