@WillKillForName yea man. Stanley Tookie Williams and his best friend Raymond(forgot last name) fought over some girl. Stanley was more of a Blue representer and Raymond was a Red representer. The bloods and crips already started but they were allies. Both founders hated each other and told their elite army to never back down against each other. When Stanley was about to die he called a Truce to Raymond but it was too late. Thats why you heard Bloods and Crips were going to stop fighting

The answer is half cities were people stay with other men and women who have committed heavy crimes and monitored who from regular city goes to visit pretty heavily if to leave the city for work and to return in their but they too have jack in the boxes and all that like a normal city. Just away from people that haven’t committed heavy crimes or any crimes at all.

Cops mostly care about gang violence when civilians are hurt but other that that they don't try to contain it. The US can easily end gang violence but that would require soldiers and considering nobody wants a short but constant civil war on the streets this will continue.
