I think even Superman had to develop his powers over time, though he first began to manifest them early in life. What we see of him as a relatively young man is after a lifetime of development and learning from Kryptonian records and trial-and-error in the privacy of his parents' farm. That's why he is able to use Kryptonian tech and has some basic concepts further than they imagined (what he inherited and has invented himself exceeds any human technology, though his humility and desire to let humanity progress on its own makes him hold back when he looks at what even geniuses like Batman build and thinks of how much better he would have done or quickly understands what they think is near impossible) and knows what to do as a superhero almost immediately. In the part of his story we're meant to focus on, when he's a mature adult in his early thirties, he only develops in his perception of others and himself to improve in how he goes about saving the world. In fact, Supergirl takes the role of an apprentice when they work together because in her stories she's usually still a kid. Her powers, knowledge of them and how they should be used are still weak in comparison to a fully grown Kryptonian who has already spent most of his life developing them.

nah that was an actual fight. they were legitimately landing blows on him, and he didn't use his super speed or flight because red rush foiled his plan to just blitz the heavy hitters. once red rush broke his ribs omni-man wasnt gonna be able to zip zap zop around anymore. the guardians were a legitimate threat with a very real chance of putting him down, which is why his only real option was to ambush them in private and break up their synergy

My theory is that he wanted his son to have powers at a young age so he could teach him the ways of the viltrumites but mark didn't get his powers until he was older so now he's a good guy with morals and stuff. Definitely going to be a father-son battle in the future
