Often, people in the West throw out things that aren't even broken. They also would rather buy new than get something fixed. That's fine with me because I then get some free stuff. It's interesting how these guys specialize in only one thing.

He took the angle grinder,ground the outer diameter two different directions,then buffed the cylinder. I didn't notice him measure anything for out of round or taper. If it works ,he is very good or very lucky. Maybe he's a professional back yard mechanic.
He only ground the lift piston surface not the sealing area or the ring landings. Worst that could happen is a slow drift from scoring inside the cylinder walls. Better refurbishing than some others I’ve seen.
You certainly don't know how a hydraulic jack works. There will be no sealing problems as long as you do not modify the inside of the cylinder. The seal acts on the inside of the cylinder. The exterior is irrelevant.
Failure rate 50%, safety rate 2% , Job security 200%... Not sure if the parts are comparable looking at the work bench. i only pray for the soul that uses this... overall -20% success. peace
