It took a long time for Sharingan to awaken into Rinnegan. Furthermore you need potent Ootsutsuki blood to achieve that. Hagoromo's bloodline was the most potent being the son of Kaguya. Madara's bloodline was weaker in Ootsutsuki genes and he only managed to awake his Rinnegan at his deathbed. Obito's bloodline was almost nonexistent Ootsutsuki genes for him to evolve his Sharingan into Rinnegan even if he spent his lifetime to achieve that.
