Mustang is out of the loop because he is in another region. Hughes, Armstrong, Bradley are all from the Central HQ and Mustang is from the East HQ. That's also the reason he is the one who finds Ed after the human transmutation, Reesenbool is also in the East region therefore under Mustang's jurisdiction.

I love how you have so many different predictions for how things may play out at this point. The show does a pretty good job of slowly revealing new information that viewers can piece together, while still raising new questions. I'm glad they set up various possible plot directions and background subplots early, because I'm always trying to figure things out as I see them. With various plot threads to follow, it can allow engaging misdirects that may reveal a true motivation of characters or organizations in an epiphany moment, making all the clues pay off in a satisfying way. Keep up the hard work and take care.

Elric Brothers want to get back their body back, Mustang wants to become Fuhrer, Scar want to revenge, 7 Sins want Ed. All things will tie up at the end😊.

Someone might have mentioned this before, I haven't read all of the episodes comments, but figured this would be a good time to mention: Most anime are based on manga (the comic). Usually, the show is made much quicker than the manga, so they are likely to catch up. When that happens, the show will have three routes to take for the anime. They can stop, and let the manga get more material out. Usually this means making a season every year or two years that covers a chunk of the manga and gives the manga time to still keep ahead. If I remember correctly you've seen My Hero Acadamia. They do that method, and most anime nowadays (Attack on Titan, Demon Slayer, etc) do this method. Another popular one that was used more in the early 2000's is to have filler. The big name shonen anime like Naruto, One Piece, and Bleach would do this. They would cover the source material for a while (much like the seasonal anime) but then instead of wrapping up for the year they would still post new episodes, but instead on new materal they made up themselves. By its nature of needing to not disrupt the status quo so the story could continue when they got back to it, it needed to be skippable, not have consequences, and not permanently change anything about the show or characters. Usually it meant the characters went on a short adventure that could be forgotten about and didn't mean anything. Not all filler was bad, some of it could be really damn good! But regardless of whether it is, it was just to pass the time, essentially, until they could get back to the "real" show. The third route a show can take is that when they catch up, to just start writing the story themselves and go their own direction. You don't see that much anymore, but it happened a bit back when the original Fullmetal Alchemist show was airing. I'm pretty sure someone would have mentioned it at some point, but in case they haven't, Fullmetal Alchemist Brotherhood is the 2nd show that came out about this series. The first show got up to around this point and went in their own direction, having caught up to the manga. It was really popular and good in its own right but ended up wildly different than what the manga would give us as time went on. Then, years later when the manga was nearly done, Brotherhood (what you have been watching) came out and followed the manga's story much more closely. But like I said, the original FMA anime was really popular, so when they were making this, they assumed most people that would be watching had already seen the first show. Therefore they wanted to hurry along past the stuff we had already seen and get to the new stuff. They rushed past a lot of stuff in the early series to get onto the new things, and even added and changed things here or there to make it sync up a little better. For example, the first episode, with the Freezer Alchemist? Completely new, made up mainly to say to fans "we're back, here's something new to excite you!" They would also completely skip past some of the less important adventures Ed and Al would go on. There's even some that they bring back and reference later (you'll see when you meet Yoki) but rushed past here. I mention all of this to say: because they rushed through things in Brotherhood, we don't see Hughes (or some other characters) nearly as much as in the manga and original show. For context, when this happens in the original show it is after 26 episodes of getting to know Hughes, not just 10. We know all of these characters a bit better, we've been on a few extra adventures with Ed & Al, Hughes, Armstrong, etc and it hurts all the more. From episode 12 or 13 and on its all straight faithful adaptation, but a lot of the stuff in the first 10 episodes has been a rushed version of the beginning of FMA. Not to say that I don't still love it personally, just saying that we were meant to be even more attached to Hughes at this point, and losing him hurts all the more. I don't know if I made things easier to understand or harder, but I hope it was easier.
