It is a winding drum elevator very common during this era. Basement installs were typical. Not used in commercial installations anymore, however still with home elevator systems.

There is mention in the description "the first elevator in the Bay Area" was this referring to the SF-Bay Area? I know of an Otis bird cage winding drum elevator in Berkeley, CA near UC Berkeley close to my old job which was installed around 1908 in a four floor office building. In a redevelopment plan for the downtown area, it was mentioned it was one of the oldest elevators in the western U.S. The elevator was manually controlled, I had ridden it a few times. Worked very well. The building is being converted to apartments, however the elevator is being preserved as historic to the building as a landmark.

Since Warner Elevator was founded in 1889, it's obvious that the brick section of this former hotel is the part that contains the old elevator.
