The problem isn't AOCs statement per se but it's the attribution of fault. The reason Gazans can't get food is that their government is still engaged in war with Israel. The moral thing to do is to call on the Gazans to stop their war on Israel. Expecting Israelis to risk their lives to deliver food to people that are actively at war with them is not the moral thing to do. One can't separate the people from their elected/supported government. Even with Putin we don't say "those innocent people of Russia" and we still sanction Russia as a country. If Gaza didn't attack Israel and if it wasn't still at war then we'd be having a different discussion.

She is claiming that Israel is starving the Gazans deliberately by blocking the import of aid, but she offers no data whatsoever to support it. Israel publishes very specific data about the tonnage of food that they allow in every day. Does she dispute their numbers? Does she claim that substantially more food arrived, but was not let in? If so, how much more? Why won't she share her data? If she has no data, how does she know what she's talking about? There are other possible explanations, such as hijacking of aid by Hamas, poor distribution by aid agencies, etc. Can she refute these? If she has no data or evidence to offer in support of her claim, why should I believe her?
If you would take just a second to look it up, you can see hundreds of aid trucks waiting to enter Gaza. Israel won't let them in until they won't be stolen by Palestinian leadership. Hamas steals the food. At any point, the people can rise up against Hamas, but they won't because they support Hamas. The way I see it, they don't deserve food. They are making the choices they are making.

So the question is, should a state civil judiciary put a presidential candidate in such a position that he may compromise national security to resolve it.

There is no famine. Gaza is "on the verge of famine" which they have been saying for many weeks now. According to the media, Gaza was supposed to run out of water 6 months ago and that never happened.
