Apple Compressor vs Handbrake: Why does Apple do such a bad job? 

Guys, why does Apple Compressor export look so bad at lower bitrates? Notice the "jumping" of the picture each second. I have been working with FCPX an Compressor for years now, and this effect is always there. Am I doing something wrong? Advice is appreciated, thanks!
