A good question! You have to buy booster packs and open them, or you can buy individual cards on the secondary market. That latter method is generally cheaper if you have specific cards you want to get. However, limited formats (sealed and draft) use booster packs. So when I was talking about the price of Modern Horizons 3, my local game store (LGS) is expecting them to cost twice as much as a regular booster ($12 USD instead of $6), which makes limited events about twice as expensive. This means my LGS won't do as many events using the set, since most people don't want to pay that much. (And, frankly, I wouldn't be able to currently afford doing more than maybe one, anyway.) So you can buy the entire set from the secondary market if you want, but Wizards of the Coast only sells Magic in randomized booster packs (well, there are also preconstructed decks, but that's another matter entirely).
