Arrests Made in Rental Car Re-Vinning Investigation

Region of Peel - Investigators from the Commercial Auto Crime Bureau, in partnership with various Insurance agencies, the Ontario Motor Vehicle Industry Council (OMVIC), and local Municipal By-law officers, have arrested two individuals in a Rental Car re-vinning investigation that resulted in:
• Two arrests and multiple criminal charges
• Recovery of 22 stolen re-vinned vehicles, valued at $1.6 million
Throughout 2023, Peel Regional Police Commercial Auto Crime Bureau began investigating a local car rental agency operating in the City of Mississauga. The owner/operator allegedly possessed a number of re-vinned that were being rented to clients while also fraudulently registering these vehicles through false companies and corporations.
During the rental contract, the rental vehicle would be stolen from residential driveways, causing the renter's insurance to pay the rental agency. These vehicles were later identified to have been re-registered and re-vinned repeatedly by the rental company.
The following individuals were arrested and charged:
Tamer El Gamal, a 46-year-old man from Mississauga:
• Possession of Property Obtained by Crime (X22)
• Trafficking in Property Obtained by Crime
• Altering/Tampering with Vehicle Identification Number (X9)
• Fraud Over $5000 (X9)
Mohamed El Gamal, a 38-year-old man from Mississauga:
• Possession of Property Obtained by Crime (X9)
• Altering/Tampering with Vehicle Identification Number (X9)
• Fraud Over $5000 (X9)
Both individuals will appear at the Ontario Court of Justice in Brampton at a later date.
Police seized 22 stolen re-vinned vehicles valued at $1.6 million, and Insurance companies avoided multiple fraudulent insurance claim payouts.
This joint investigation was successfully completed with the assistance of various insurance agencies, OMVIC, and local Municipal By-law.
This project is the second successful outcome investigation into auto crime in just the past week. In collaboration with partnering agencies, investigators from the Commercial Auto Crime Bureau continue to dismantle these criminal organizations, make arrests and recover millions of dollars in stolen vehicles.
