Appointment of chief justice of Provincial High Courts is not based on seniority but on selection by Judicial Commission of Pakistan in line with the Constitution. J. Aalia Neelam was appointed by unanimous vote of the JCP. She was third on the seniority list and superceded the two judges because the number 1 and 2 on the seniority list do not have good professional reputations. She is a really good judge and has been appointed on merit in a fair, transparent and legal manner. She thinks 'Wadera' is a bad character. Wadera in Sindhi means 'noble' not a criminal. Like Khan and Chaudhry are considered nobles in other parts of Pakistan. Appa Muzaffar you conducted very well but Ashir sahib was not well conversant about the constitutional procedure for the appointment of judges of provincial high courts and supreme court of Pakistan. Anyhow seniority not given effect in case of Justice Aalia for choosing her the new chief justice Lahore High Court.
