It's known as a Preemption device. It's integrated into the lightbar electronics and mounted inside the lightbar frame. It sends out an electronic signal to the traffic light. It's illegal for anyone other than piolice, fire or EMS to own or operate.

You can usually get old reserve/scrap fire engines though the lights and sirens can’t be used on the road if it’s not used for responding to emergencies or if you are on private road, though in most states/countries you can keep or install lights and sirens as long as they aren’t illegally used on public roads.
I suppose if you can get a permit to operate lights and sirens yes otherwise you’ll go to jail for 15 years. Get a permit for running them before you run them.
