Yes it is, Usual is 3 flashes, every truck driver will do it if you give them the space to merge. If a truck driver has a blinker and you give them 2 high beem flashes to allow the merges he'll give you the 3 blinkies as a thank you
In South Africa hazards are mostly used as a gesture to say thank you to other drivers... for example let you cut in a traffic line, or switching lanes and given way... headlights are flashed by oncoming traffic to give you a headsup in case there are police, traffic cops or hazards to watch out for

Universally if you flash the hazards it’s saying “sorry” or “my fault” flashing the high beams is either to signal someone over into your lane or to let people know coming the opposite way there’s cops ahead or an accident usually cops but there you go..

Hazards is thank you. Two brights flash to on coming traffic is warning them of something ahead (speeding camera, inspection, cattle corssing the road, ect) One bright flash from behind is "You're welcome" when they thank you for letting them pass you. Quick indicator to the side when there is no turn off place means youre telling the person behind you that its clear to take you over from that side. A person flashing brifhts like crazy at you from behind while hazard lights are on means MOVE they have an emergency and need to get somewhere NOW.
