My sister in law is a detective. She said she has never ever delt with a case where said offender(s) committed a crime with a “ghost gun” most people will just get a gun with the serial numbers shaved off. Much easier then getting a 80% lower.

I wish this level of care and scrutiny was done for the Epstein case.

It actually cost more for me to finish my Polymer80 pistol, than if I were to drive down to one of the many local gun stores in my town, find the G19 I was looking for, and wait the couple of minutes for the 4473 to clear, pay at the counter and walk out. Prices for pistol parts kits used to be somewhat reasonable too.

I fear the day I have to register my 3-D printer as a machine gun.

I worked at an aerospace company and was in charge of running a c&c we would finish the parts and then after we pull them out and inspect the part put in in a box and go through quality control and then get its numbers and markings

Being logical: how can they make a ruling on parts kits? It's not Alchohol, Tabaco, fire-arm or explosive. Therefore it's out of their scope of operation.

They're just setting up further framework and gray areas that they can exploit against undesirables.

The way that we do things in europe is that the regulated parts are the pressure bearing parts meaning the barrel, gas tube, bolt, etc you can buy flats here without a license but making a gun even if you have a license is VERY illegal eventhough there are hella plans and shit also slamfire shotguns...

California already is doing this when making a 80% lower. Before completing your build you have to file for a unique serial number through CFARS take your gun before doing anything to your 80% mark the frame or receiver then submit photos to CFARS and wait until they approve it then you can begin finishing your build.

I got a few questions: 1. What constitutes a “destroyed” frame or receiver, so that is no longer considered to be a “frame or receiver”? 2. Can a frame or receiver that has been irreparably damaged, to the extent of chronic inoperability, be considered “destroyed”, while maintaining only the appearance of a functional frame or receiver? 3. At what precise “stage in manufacture” does a frame or receiver reach a state of finality, permitting it to be “readily” completed, assembled, converted, or restored to a functional state? 4. Would a block of aluminum billet, possessing the rough dimensions of a frame or receiver, be considered as being in a rudimentary “stage of manufacture” or even “partially complete”? 5. Is it possible to use a frame or receiver to arbitrarily house one or more fire control components if the frame or receiver is not readily at a stage of manufacture equal to 100% completion? 6. Is it reasonable to presume that a frame or receiver, as described in the previous question, would permit a firearm to initiate, complete, or continue the firing sequence? 7. Could one use a frame or receiver as the crucial component of a potentially lethal weapon, commonly known as a firearm, if left in the state described in the preceding two questions? 8. Would a frame or receiver possess the capability to expel a projectile by the action of an explosive, if it was attempted to be assembled with constituent parts, in the state described in any of the preceding questions? 9. How could an 80% finished, lower receiver be utilized, with constituent parts, to expel a projectile by the action of an explosive, if it is not readily useable as the functioning part of an otherwise completely manufactured weapon? 10. Can a device, expel a projectile through a barrel if one or more fire control components that initiate, complete, or continue the firing sequence, were not included, by virtue of a frame or receiver’s 20% incompletion, if the entire operation is governed by using the force of an explosion or other form of combustion, which is dependent upon the frame or receiver that houses the components used for that specific purpose? 11. As used in a firearm, when a properly encased projectile is struck by the firing pin of the firearm, does the spark from the casing’s internal primer ignite it’s internal gunpowder in order to produce a chemical action, converted from the burning powder, which causes the sudden formation of a great volume of expanded gas, which possesses enough force to expel the projectile through the barrel of a firearm and out of the muzzle? 12. Is a firing pin itself, a firearm, or is it an individual component required for a firearm to function at all properly? 13. Would it be a subjective presumption that just about anyone can easily finish the remaining 20% of an 80% completed lower receiver, without delay or difficulty? 14. Is finishing the main component of such a mechanically precise devise, that has the potential to cause grievous bodily injury if finished incorrectly, an easy task that one can accomplish without delay or difficulty, or without the right tools? 15. Is a component part of a firearm that is merely 80% completed, a partially completed stage of manufacture that one could objectively render a firearm capable of being readily completed, assembled, converted, or restored to a functional state, without finishing the other 20% of required manufacture involved in said component part? 16. Would a serial number, or even registration of such a component, prevent an accident from occurring due to the incorrect finishing of the partially completed firearm part? 17. Would the manufacturer of the partially completed firearm component be at fault if the negligence surrounding the incorrect finishing of said component had caused someone to suffer grievous bodily injury, in light of the availability of instruction materials, and in lieu of following them? 18. Would jeopardizing the health, safety, or welfare of the public at large be considered a compelling government interest? 19. Is an inoperable firearm capable of jeopardizing the health, safety, or welfare of the public at large, in an inoperable state? 20. Is a device that lacks the overall physical capability to even expel a projectile by the action of an explosive, deemed “gunpowder”, legally considered a “firearm”, and if so, is there an objectively reasonable explanation as to why? 21. Would moving the goal posts at a football game, just as the kicker attempts a game winning field goal, be subjectively considered a minimal intrusion of necessity, undermining the rule provided to forbid such an act? 22. Would moving the goal posts at a football game, just as the kicker attempts a game winning field goal, be fundamentally fair to the kicker and his team? 23. Would a proper penalty for an act described in the preceding question, be one that warrants the forfeiture of the game in favor of the kicker and his team? 24. Is the perfidious changing of legal definitions, to immorally suit several purposes of evasion while being knowingly engaged a concerted effort involving the furtherance of a constitutionally repugnant agenda, akin to hypothetically moving the goal posts, just as the opposing team’s kicker attempts a game winning field goal? 25. How does gun registration, by design, protect the health, safety, and welfare of the public at large, or…is it being used as an artifice with which to compile a record of the names of individual gun owners, to be used in a planned, organized, total shutdown of the public energy grid/covert domestically implemented EMP attack/propagandized false solar flare/gun confiscation operation, manifesting yet another overt act, akin to the actions taken by Werner Best in WWII sans technological advantage, at some point in the future? 26. Was a “customer list” requested by the BATFE from Ares Armor when it was discovered that they had been selling 80% completed parts, back in 2014, and if so, what was the BATFE’s objectively reasonable justification for deceiving a judge into granting a search warrant, in order to slight an injunction already granted to Ares Armor, and in full effect, by Hon. Sammartino, to restrain the BATFE from gaining possession of said customer list? 27. Would a vague and ambiguous set of laws invite unscrupulous enforcement officials to arbitrarily and capriciously enforce them, if left unchallenged? 28. Would the legislative framing of said laws, by executive branch officers, violate the separation of powers doctrine, even though they consist of definitions that have no objectively reasonable foundation to rely on for support? 29. Would there be a clear and convincing mental reservation present if the questions thus far were deliberately answered by a government law enforcement official, who purportedly holds an honorable position of public trust, in any way deceptively or dishonestly? 30. Would there be a clear and convincing purpose of evasion present if a government law enforcement official, who purportedly holds an honorable position of public trust, refused to answer any of the questions provided above?

I may be wrong but as long as you don’t buy the frame/lower as part of a “Gun build kit” with all the parts need for assembly like P80 has sold in the past a frame/reciever can be bought by a individual without a FFL as long as it is not bought as part of a full kit in the same purchase. What we need to know from manufacturers is if their lawyers will allow them to still sell them to individuals. Perhaps they could serialize them only and sell them.

A cube of solid metal can be "readily" turned into a receiver with the right tools. In fact, that's how gunsmithing works.
